 ICAS - INTERNATIONAL COATING APPROVAL SCHEME Minimize

 

In meeting industry needs, the SWS is extending its scope of training and certification services by including coating inspection in addition to welding inspection and non-destructive testing. A training & certification scheme for coatings inspectors and coatings operatives, known as the International Coatings Approval Scheme (ICAS), has been developed and is managed jointly by Waugh Technical Services (WTS) UK and SWS Singapore.

 

The scheme is governed by the rules and regulations in the Requirements Document drawn up by the ICAS Coatings Technical Training Committee (CTTC) comprising international representatives with expertise and experience in coatings and corrosion. This document can be viewed in SWS web site, www.sws.org.sg. The CTTC is chaired by a well known and respected coatings specialist, Bill Waugh from WTS. The scheme is administered in Singapore by Heng Keng Wah, SWS 1st Vice President, who chairs the SWS ICAS Committee. The other CTTC members are:

A pilot coating inspector training and certification programme at Levels I and II was successfully conducted by Bill Waugh in Singapore in August 2008 to test out the effectiveness of the course delivery, usefulness of the reference course notes and appropriateness of the examination levels. Satisfactory results as expected were obtained.

 

ICAS personnel training and certification examinations using a pool of approved and qualified instructors and examiners available at different international strategic locations can be carried out by adequately equipped training centres as soon as they are audited as ICAS Authorised Training Organisations (ATO). Each ATO in different cities and countries will post its own schedule of fees for training and examinations. In Singapore, this information is obtainable from Setsco Services Pte Ltd whose web site is www.setsco.com. More ATO are in the process of being established, e.g. in India, Malaysia and Middle East. When established, their web sites will also be posted in SWS web site.

 

SWS is working towards becoming a Certification Body for ICAS certification under a national accreditation authority such as the Singapore Accreditation Council. While ensuring a smooth implementation of the scheme in the initial stage, it is gearing up for such an accreditation.

 

An official ICAS launch is scheduled on 28 November 2008 and SWS members, CTTC members, Government officials, representatives from process, oil refining, petrochemical and coating/paint manufacturing industries, corrosion and surface treatment service providers, the trainees who attended the pilot programme, and other persons who may find ICAS useful have been invited. With the launch, SWS offers opportunities as a one-stop centre to practitioners aspiring to be certified as non-destructive testing, welding or coating inspection personnel who are internationally recognized and respected in their own industries.
